UK Local Authorities Plan to Sell Off Community Hubs and Leisure Facilities to Manage Finances

Based on a latest survey of local authorities, UK councils are preparing to sell community centers, sports centres, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.

Increasing Fiscal Pressures Drive Asset Sales

A coalition of councils for second-tier cities in England reported that six out of ten of councils are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Councils have in the past come under fire for disposing of public land and open spaces to support their finances, but they contend they must continue to raise vital cash from property disposals or face insolvency.

This coalition noted that a significant number of authorities seeking to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would focus on restructuring services and using financial reserves to weather increasing fiscal pressures.”

Specific Examples of Planned Disposals

Medway Council in southeast England announced its asset disposal plan featured the disposal of a shopping centre in Rainham and a social club in another town to raise £20m over five years.

  • A local golf course and business parks held in two English counties, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Council Tax Rises and Wider Financial Strains

This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will need to increase local levies next April to cover the rising cost of essential services, higher levels of housing insecurity, and a persistent accommodation deficit.

Medway council said it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but some of these take time to achieve both improved services and cost efficiency,” stated a council leader.

He continued: “We face demographic pressures which will continue to increase the strains we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

Countrywide Trends and Forecasts

Research of county councils recently also found council budgets being stretched by the increasing figures of young people and older individuals requiring Send support.

A network of councils projected that local shortfalls will reach 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Ministers have put off planned reforms to the Send system until the coming year after a policy document outlining those changes has been postponed.

Disadvantage and Financial Gaps

According to the latest indices of deprivation (IMD) for English councils, many participating urban areas were among the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the latest IMD measures,” said the report.

“While only a single urban area is in the ten most deprived for deprived neighbourhoods nationally, urban areas are much more prone to be in the most deprived fifth of England. The data underscores the scale of difficulties confronting local leaders across major urban centers in the coming year,” the analysis added.

“Local government leaders have been clear about the necessity for a equitable and lasting financial structure that accounts for and responds to the real levels of disadvantage and demand,” stated a council leader.

“Without this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

A fifth of local authorities have cut or compromised social care provision in the last year, the study found.
